Currently our Federal House of Representatives is controlled by the ALP who only 34.56% of voters wanted.
Australia is being governed by a minority Labor government that has majority power. Only 34.5% voted for the ALP, but they control a disproportionate 62% of the seats. If our House of Representatives was ‘Representative’ Labor would have only 52 seats, rather than 94.
Be aware 31.82% of voters wanted the LNP Coalition opposition, however they under represented because they only control 28% of the seats. (LNP 31.88% = Sum of: Liberal, Liberal National Party, The Nationals, Country Liberals) If our House of Representatives was ‘Representative’ the Coalition would have 48 seats, instead they have 43.
The Greens lost 0.12% of the primary vote, but lost three seats. With 12.2% of the vote proportionately they should have 18 seats.
‘IMAGINE’ believes if the candidate or party can attract 0.67% of the national vote that candidate or party is entitled to represent that 0.67% in the 151 member House of Representatives. ‘IMAGINE’ argues that if one can attract 0.67% of the NATIONAL vote one should earn the right to represent that 0.67% in the 151 seat House of Representatives. To set a higher threshold distorts the MMP system in favour of larger parties.
The model ‘IMAGINE’ proposes is a Mixed Member Proportional (MMP) system. MMP is mature system used by country’s such as Germany and New Zealand.
Voters have two votes, a Electorate vote that determines local representation, which may be different to the voters’ candidate/party vote.
Voter candidate/alliance/party vote will determine proportionality in the House of Representatives. It is this vote that has the power. For further explanation click MMP and Q&A.

IMAGINE proposes a Mix Member Proportional (MMP) where the number of electorates will be reduced to Seventy Five (75).
The number of voters per electorate is no longer of critical importance because it is the national candidate/alliance/party vote under MMP that defines proportional representation.
The House of Representatives will consist of 75 Electorate members and 76 List members. Fixed ranked lists must be published by a party or alliance before the election. The list must be of sufficient length to address voting and possible resignations and other issues causing a vacancy during the term of the parliament. This will alleviate the requirement for bi-elections.
NOTE: A party or party candidate cannot be on an alliance list. An Alliance list is an arrangement between individual like minded independent candidates for the purpose of allocating votes of those candidates that don’t achieve the .67% threshold and/or residual votes of an independent candidate that exceed the .67% threshold. Any other surplus votes that exceed that exceed .67% and residual votes that are sub .67% will be allocated from lowest % to highest % until all seats are filled.
Electorate candidates cannot also be included on a list.
The Prime Minister and Deputy must be Electorate members.
Voters will be asked to choose an Electorate representative and to also choose a individual/party that they want to represent them nationally.
A voter could vote for a Electorate representative on merit who has a different political philosophy than the voters individual/party vote.
Based on the .67% threshold it is the individual/party vote and independent alliances that will determine the makeup of the House of Representatives.
